Even before COVID-19 plunged tens of millions of people into unemployment and drastically increased the number of people living below the poverty line, energy costs were already placing a disproportionately large burden on low-income Americans. To solve for this issue, new federal funding may be considered to help counter the economic effects of the pandemic, and these funds may not require jumping through the hurdle necessary for programs like Low Income Home Energy Assistance Program (LIHEAP).
